Law Offices of Jesse Ruhl

Jesse Ruhl
Prior to founding SEVIS Education & Consulting, LLC (SEC) in 2021, Jesse practiced law at the Law Offices of Jesse Ruhl, LLC in Pennsylvania and Maryland for 20 years, specializing in the representation of high schools, colleges, universities, and other organizations involved in international student programs. During that time, he developed expertise advising clients regarding regulatory compliance impacting their academic and broader institutional policies. Although Jesse’s experience extends to multiple areas of immigration law, his primary expertise involves advising eligible institutions apply for and maintain their M and F programs. This frequently involves schooling his clients in all applicable SEVP regulations and teaching them how to fulfill their reporting requirements in SEVIS. He also represents clients applying for their J-1 sponsor designations and the proper administration of their J-1 programs.
In 2015, he began consulting and training with June Sadowski-Devarez in New York at International Education and Training Services (IETS). Following June’s retirement, Jesse created SEC to continue the important training and consulting work that June began. In addition to conducting workshops and consulting, Jesse also serves as the PDSO at Bank Street College of Education (New York, NY), Gwynedd Mercy University (Gwynedd Valley, PA), Academy at the Lakes K-12 School (Tampa, FL) and the University of North Carolina School of the Arts (DSO)(Winston-Salem, NC). He continues his hands-on experience in the DOS Exchange Visitor Program by continuing to serve as the ARO at Gravity International Programs (New York, NY). Finally, in an effort to continue to improve his ability to serve the needs of his clients, Jesse is also completing his PhD in higher education focusing on the anticipated changes in the future of higher education at Notre Dame University of Maryland.
